Total grant projects administered and awarded have represented a combined budget more than $280,000,000, with over $6,900,000 in match from local/private partners & over $117,000,000 in grant awards distributed or earmarked by grantors.

Hi, I’m Carter Grupp - a technology focused consultant and project manager specializing in broadband infrastructure strategy and execution during the largest digital infrastructure investment in United States history.
In my career, I have worked with a large number of unique entities both inside and outside of the telecommunications industry. My experience spans organizations of all sizes — from small businesses, individuals, sole proprietors, and single-member LLCs to Fortune 500 companies, publicly traded corporations, nonprofits, cooperatives, startups, boards, educational institutions, and government entities at the Township, City, County, State, and Federal levels.
My strength lies in translating complex regulatory and funding environments into actionable, deliverable strategies that accomplish the goals of institutions. I bring a balance of high-level strategic thinking and detail-oriented execution to each scenario, ensuring projects move from concept to completion efficiently and effectively.
I grew up in Apple Valley Minnesota and now live alone in greater Minnesota. When I am not working, I spend my days volunteering, going for walks, coaching youth sports, travelling/exploring new cities, trading/investing, fishing, boating, playing guitar, enjoying the great outdoors or working on my next personal project!
